Indonesia Visa On Arrival (VOA): Eligibility, Cost & Process Explained

Most visa advice online for Indonesia is out of date, vague, or both. Travellers still land in Jakarta or Bali not knowing whether they need a visa, how much it costs, or why the queue in front of them is not moving. In 2026 the rules are simple once you see them laid out. Your nationality decides your entry route, and a few digital steps, mainly the e-VOA and the electronic customs declaration, decide how fast you get through the airport. This guide covers every step, from eligibility to extensions.

Who Gets Visa-Free Entry and Who Needs a VOA

Indonesia’s visa-free scheme (Bebas Visa Kunjungan, or BVK) now covers only a small group. As of late 2024, roughly 10 countries and special administrative regions qualify, mostly ASEAN members. The list typically includes Brunei Darussalam, Cambodia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. Check whether Timor Leste is still included, because the list has shrunk a lot since before the pandemic.

Visa-free entry is for tourism only. It gives you up to 30 days, and it cannot be extended. Overstaying brings fines and possible deportation.

If your passport is not on that list, you most likely need a Visa on Arrival (VOA). Citizens of more than 90 countries are eligible. Major nationalities typically include Australia, Canada, China, France, Germany, India, Italy, Japan, the Netherlands, New Zealand, Saudi Arabia, South Korea, Spain, Switzerland, Taiwan, the United Kingdom, the United Arab Emirates and the United States. The VOA list changes often, so confirm yours on the official Directorate General of Immigration website (www.imigrasi.go.id) before you book flights.

VOA Basics: Cost, Duration and Requirements

The VOA covers tourism, social visits, business meetings (not work), transit and government duties. It does not let you take a job.

  • Fee: IDR 500,000 per person. This has been stable for some time, but fees are reviewed periodically, so check before you travel.
  • Duration: 30 days, extendable once for another 30 days. The maximum stay on a VOA is 60 days.
  • Passport: valid for at least 6 months from your date of entry.
  • Onward or return ticket: immigration officers can ask to see it.
  • Sufficient funds: be ready to show you can support yourself for the length of your stay.

How to Get a VOA at the Airport Counter

The counter route is the traditional one, and it still works at major entry points. The order matters: you pay before you reach immigration.

  1. Find the VOA counter. After you leave the plane, follow the signs for “Visa On Arrival” or “VOA”. It sits before the immigration booths.

  3. Pay the fee. Hand over your passport and pay IDR 500,000. Indonesian Rupiah cash is preferred. Visa, Mastercard and sometimes American Express are accepted, but card machines can be unreliable, so carry cash as a backup.
  4. Receive your VOA sticker. It goes into your passport.
  5. Join the immigration line. Some airports have a dedicated lane for VOA holders, others use a general lane. Show your passport, the VOA sticker and your onward or return ticket.
  6. Clear immigration. The officer checks your documents, takes your fingerprints and photo, and stamps your entry date.

How to Apply for e-VOA Online

The electronic VOA lets you skip the payment counter and go straight to immigration. Apply through the official Indonesian Immigration portal, molina.imigrasi.go.id. Use only the official site, never a third-party look-alike that adds extra fees.

  1. Go to molina.imigrasi.go.id.
  2. Register an account if you do not have one.
  3. Choose “Visa On Arrival (VOA)” for tourism.
  4. Complete the form with your personal details, passport information and travel plans.
  5. Upload a scan of your passport biodata page, a recent passport-sized photo and your onward or return ticket.
  6. Pay the IDR 500,000 fee online. Visa, Mastercard and JCB are accepted, and sometimes UnionPay or American Express. Make sure your card is enabled for international transactions and 3D Secure.
  7. Wait for confirmation. The e-VOA document, usually a PDF, arrives by email within a few hours or up to 2 business days. Print it or save it on your phone.
  8. On arrival, go directly to immigration. Look for “e-VOA” or “Online Visa” lanes if they exist, otherwise use the general lanes.

Processing usually takes 1–2 business days, but apply at least 7 days before departure to leave room for problems.

Pro Tip: Before you board, screenshot your e-VOA PDF and your customs QR code and save them to your phone’s photos. Airport mobile signal can be patchy right when you need to open an email, and an offline copy saves you from a stressful scramble at the counter.

Customs and Immigration Flow at CGK and DPS

The arrival sequence at Soekarno-Hatta (CGK) in Jakarta and Ngurah Rai (DPS) in Bali is almost identical. Walk from your gate, then pick the right immigration route: e-VOA lane, VOA payment counter, or the visa-free lane for eligible nationalities. Have your passport, boarding pass and visa documents ready. Fingerprints and a photo are taken at the booth.

Waiting times range from about 15 minutes to over 2 hours in peak periods. An e-VOA can cut that wait significantly.

After immigration, collect your bags, then deal with customs. Every traveller must complete the Electronic Customs Declaration (e-CD). Fill it in before arrival, up to 3 days ahead, at ecd.beacukai.go.id. You get a QR code when you submit. Scan it at the customs kiosks before the customs check, then show your bags and the scanned code to the officer. Bags may be X-rayed or opened.

Getting Into the City from CGK

  • KAI Commuter Airport Train: links Terminals 1, 2 and 3 to Sudirman Baru (BNI City) and Manggarai stations. About IDR 70,000–100,000 and 45–60 minutes.
  • Damri airport bus: many routes across Jakarta and beyond. About IDR 50,000–100,000, and 1.5–3 hours depending on traffic.
  • Official airport taxi (such as Blue Bird): about IDR 150,000–250,000 to central Jakarta, excluding tolls.
  • Gojek and Grab: use the designated pick-up points at your terminal. Prices are similar to taxis.

Getting Into the City from DPS

  • Airport taxis: fixed rates, often higher than metered taxis.
  • Gojek and Grab: use the designated pick-up zones outside the arrival hall. About IDR 50,000–100,000 to Kuta, Seminyak or Legian, and IDR 250,000–350,000 to Ubud.
  • Hotel transfers: many hotels arrange pick-ups in advance.

Entering by Boat

You do not have to fly. The same VOA and visa-free rules apply at designated international seaports. These include Batam (Batam Centre, Harbour Bay, Sekupang and Nongsa Pura), Bintan (Sri Bintan Pura in Tanjung Pinang and Bandar Bentan Telani in Lagoi), Tanjung Balai Karimun and Benoa in Bali. Check whether smaller ports still offer VOA or visa-free entry before you plan a route.

The process mirrors the airport. Walk to the immigration counter inside the port terminal. VOA payment counters are usually located before immigration. Bring your passport, onward or return ticket and the VOA fee if you need one.

Extending Your VOA

You can extend a VOA once, for 30 days. You must do it at an Indonesian Immigration Office (Kantor Imigrasi) before your first 30 days end.

Documents you need:

  • Your passport, original plus a photocopy of the biodata page and VOA stamp.
  • Your onward or return ticket, original plus photocopy.
  • The application form, available at the immigration office.
  • Proof of address in Indonesia, such as a hotel booking or sponsor letter.

  • Passport-sized photos. Requirements change, but 2–4 is typical.

The fee is IDR 500,000. Expect the process to take 3–10 working days and usually 2–3 visits: one to submit, one for biometrics or an interview, and one to collect your passport. Many visitors pay an agent instead. In tourist areas such as Bali, agents typically charge IDR 700,000–1,500,000 extra, but they save you queues and return trips.

When You Need a B211A Instead

If you want to stay beyond 60 days, the B211A social/cultural visa is the usual option. It covers social, cultural and family visits, short-term business meetings, tourism and volunteering. It does not permit employment or paid work. It is available to all nationalities and must be arranged before arrival.

  • Where to apply: an Indonesian Embassy or Consulate in your home country, or online via molina.imigrasi.go.id with a local sponsor.
  • What you need: a passport valid for at least 6 months, a sponsor letter from an Indonesian individual or company for online applications, a bank statement showing sufficient funds (for example USD 2,000 or equivalent), proof of onward or return ticket and a passport-sized photo.
  • Duration: 60 days at first, then up to 4 extensions of 30 days each. That gives a maximum of 180 days (60 + 30 + 30 + 30 + 30).

Working remotely is a grey area. A specific, widely accessible Digital Nomad Visa distinct from the B211A was still in development or limited in scope as of late 2024. Check its status for 2026. For now the B211A is the de facto choice for long stays without employment. A KITAS is the work-permit route and is a separate process.

2026 Budget Reality

Visa costs are small compared with flights and hotels, but they add up if you stay long. These figures are based on late 2024 and early 2025 rates, so confirm them for 2026.

  • Budget (30 days): e-VOA at IDR 500,000 plus a Damri bus from CGK at IDR 50,000–100,000. Total about IDR 550,000–600,000. Add IDR 500,000 for a do-it-yourself extension to reach 60 days, about IDR 1,050,000–1,100,000 overall.
  • Mid-range (up to 60 days): VOA at IDR 500,000, a KAI airport train ride at IDR 70,000–100,000 and an agent-handled extension at IDR 700,000–1,500,000 extra on top of the government extension fee.
  • Comfortable (long stay): B211A visa fee of about IDR 1,550,000 (USD 100, depending on the exchange rate) plus agent sponsor fees of IDR 1,500,000–3,000,000. That is roughly IDR 3,050,000–4,550,000 before any extensions.

What Has Changed Since 2024

  • e-VOA is now the default. Widely introduced in late 2022 and early 2023, it has cut queues at physical VOA counters.
  • The e-CD is mandatory. Digital customs declarations have fully replaced paper forms. Skipping it before arrival can cause delays.
  • The visa-free list is shorter than before the pandemic. Check whether any expansion is planned for 2026.
  • B211A applications are smoother. A local sponsor often starts the application on molina.imigrasi.go.id on your behalf. For many nationalities this removes the need for an embassy visit.

Common Mistakes to Avoid

  • Assuming visa-free entry can be extended. It cannot. If you might want more than 30 days, enter on a VOA.
  • Arriving with less than 6 months of passport validity. This is the most common reason travellers get turned back.
  • Having no onward or return ticket. It applies to visa-free, VOA and B211A entries, and airlines may refuse boarding without one.
  • Relying on cards at the VOA counter. Card machines can fail. Carry IDR 500,000 in cash.
  • Skipping the e-CD. Complete it before arrival at ecd.beacukai.go.id and keep the QR code ready.
  • Waiting until the last day to extend. The process takes 3–10 working days and several visits. Start well before day 30.
  • Using unofficial application sites. Apply only through the official Immigration portal.
  • Mixing up purposes. VOA, visa-free and B211A do not allow paid employment.
