Indonesia VOA at Bali Ngurah Rai Airport: What to Expect on Arrival

You land in Bali after a long flight, and the immigration hall is already packed with three other flights’ worth of passengers. Then you realise you still need to pay a visa fee, show a customs QR code and prove you paid the Bali tourist levy. In 2026, the arrival rules at Ngurah Rai Airport (DPS) are simple once you know the order. They are stressful if you find out at the counter. This guide walks you through each step, with costs, wait times and the mistakes that cost travellers the most time.

Which Entry Option Fits You

Indonesia has three main options for tourists, plus one for longer stays. Your nationality decides which one you get.

Visa Exemption (Bebas Visa Kunjungan)

Citizens of certain countries can enter for tourism without paying. The list includes ASEAN nations: Brunei Darussalam, Cambodia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. A few other nations are also included, and the full list can change, so check it before you travel. You get up to 30 days. This stay cannot be extended. If you want longer, you need a different visa type. You go straight to immigration on arrival.

Visa on Arrival (VoA)

Citizens of over 90 countries can get a VoA. This includes Australia, the United States, the United Kingdom, Canada, most EU countries, Japan, South Korea, India, China and New Zealand. It costs IDR 500,000 per person and gives you up to 30 days. You can extend it once for another 30 days, for a maximum of 60 days. Confirm your country’s eligibility on the official immigration website before you fly.

e-VOA

The e-VOA is the same visa, bought online. Apply at molina.imigrasi.go.id anywhere from 90 days to 48 hours before arrival. You pay IDR 500,000 by Visa or Mastercard, receive the e-VOA by email and show it at immigration. Holders skip the physical VoA payment counter. The system is highly recommended.

B211A Social/Cultural Visa

This visa is for longer stays: social or cultural visits, business meetings, non-profit activities or extended tourism beyond VoA limits. It needs a local sponsor, either a person or a company. It must be approved before you arrive, through an Indonesian embassy or consulate, or through an immigration agent with a sponsor. It is not something you can get at the airport. Prices vary by embassy or agent.

Paperwork to Finish Before You Board

Three things apply to every international arrival, whatever visa you hold.

  • Passport validity: at least 6 months from your date of entry.
  • Return or onward ticket: confirmed, showing you leave Indonesia within your permitted stay.
  • Electronic Customs Declaration (e-CD): mandatory for everyone. Fill it in at ecd.beacukai.go.id up to 48 hours before arrival. List the items you are bringing in. After you submit, the site gives you a QR code. Screenshot it or print it, because customs officers scan it.

Bali has one extra requirement. Since February 2024, every foreign tourist entering Bali must pay a tourist levy of IDR 150,000 per person. You can pay online through the Love Bali website (lovebali.baliprov.go.id) or app. You can also pay at designated counters at Ngurah Rai Airport. Pay online ahead of time. Indonesian citizens and holders of specific diplomatic or official visas are exempt.

Pro Tip: Do all three online tasks (e-VOA, e-CD and Love Bali levy) on the same evening, about 48 hours before you fly. Then put every confirmation and QR code into one folder or album on your phone, and download them over home Wi-Fi. Airport Wi-Fi can slow down when several flights land together, and you do not want to be searching your email inbox in the queue.

Step-by-Step: From Aircraft Door to Arrival Hall

Follow the “Arrivals” and “Immigration” signs. All international flights use the International Terminal, which is separate from the Domestic Terminal.

Step 1: Health Screening

Routine mandatory health screening for all passengers has largely ended. You will not face temperature checks as a standard step, and the PeduliLindungi app is no longer required for entry. Passengers with visible symptoms of illness may still be sent to secondary screening.

Step 2: VoA Counter (Only If You Have No e-VOA)

The counter is clearly signposted before the main immigration hall. Show your passport and your return or onward ticket. Pay IDR 500,000 and receive a VoA sticker in your passport. You can pay with IDR cash, which is recommended, or with major foreign currencies. The counter sets the exchange rate for foreign currencies, so you will usually do better with rupiah. Visa, Mastercard and JCB cards are generally accepted. Expect a wait of 15 to 60 minutes, depending on how many flights arrive at once.

Step 3: Immigration Control

Look for the lane signs: “Foreigners”, “ASEAN”, “e-VOA / Autogate” and “Visa Exemption”. Have your passport (with the VoA sticker or your e-VOA printout) and your onward ticket ready. Keep your e-CD QR code handy too. It is normally checked at customs, but having it ready saves a scramble.

Ngurah Rai has expanded its automated gates. Eligible nationalities, including many VoA and visa-exemption countries, can scan their passport and give a fingerprint and facial scan. Eligibility is still expanding, so check the signs on the day. At a manual counter, an officer checks your documents, takes your fingerprints and photo, and stamps your entry date and permitted stay. Waits run from 30 to 90 minutes at peak times, and much less at autogates.

Step 4: Baggage Claim

This comes after immigration. Check the display boards for your flight number and carousel.

Step 5: Customs Clearance

Show your e-CD QR code to be scanned. All bags pass through X-ray, and some are opened for physical inspection if you declared dutiable goods or are picked at random. Allow 10 to 30 minutes. Know the limits:

  • Prohibited: firearms, pornography and certain fresh agricultural products without permits. Drug trafficking carries strict penalties.
  • Alcohol: maximum 1 litre per adult.
  • Tobacco: maximum 200 cigarettes, 50 cigars or 100 grams of tobacco per adult.
  • Medication: certain medications need a prescription or a doctor’s letter.

Your First Hour Outside Customs

  • Money changers: reputable names such as PT Dirgahayu Valuta Prima and Central Kuta Money Exchange operate here. Rates are competitive but slightly lower than in town. ATMs are widely available too.
  • SIM cards: kiosks sell Telkomsel, XL Axiata and Indosat Ooredoo Hutchison SIMs with data packages. Registration with your passport is mandatory. Free Wi-Fi is usually available in the terminal, which helps you order a ride.
  • Official airport taxis: fixed-price counters. Estimated fares are about IDR 100,000–150,000 to Kuta, IDR 150,000–200,000 to Seminyak and IDR 300,000–400,000 to Ubud. Treat these as estimates and confirm at the counter.
  • Gojek and Grab: both work widely in Bali, with designated pick-up points, often on a separate level or in a specific parking zone. They are generally cheaper than airport taxis, but you need a local SIM or active roaming.
  • Pre-arranged transfers: many hotels and tour operators offer them. Your driver will usually wait with a name sign.

2026 Budget Reality: What Entry Really Costs

The fees are fixed, so your main choice is how you get to your accommodation. These figures are per person and use the estimates above.

  • Budget: e-VOA (IDR 500,000) plus Bali levy (IDR 150,000) equals IDR 650,000. Add a Gojek or Grab ride, which is generally cheaper than an airport taxi.

  • Mid-range: the same IDR 650,000 plus an official taxi to Kuta or Seminyak at IDR 100,000–200,000. That brings the total to about IDR 750,000–850,000.
  • Comfortable: the same IDR 650,000 plus an official taxi to Ubud at IDR 300,000–400,000, or a pre-arranged hotel transfer. That brings the total to about IDR 950,000–1,050,000.

Visa-exempt travellers skip the IDR 500,000 fee but still pay the IDR 150,000 levy. Travellers sharing a taxi split the fare, which makes the mid-range and comfortable options cheaper per person. Add a local SIM and some rupiah cash for small purchases, since cards do not work everywhere.

Extensions, Overstays and Longer Stays

A VoA can be extended once, by 30 days, at an immigration office inside Indonesia. The total stay is then 60 days maximum. The process typically takes 5 to 7 working days and needs several visits: submission, fingerprints and photo, then passport collection. Start well before your visa expires, and do not plan a flight until you have your passport back.

The B211A suits people who want a longer stay. It starts at 60 days and can be extended up to four times, 30 days each, for a maximum of 180 days. You need a sponsor and approval before you fly. Note that the B211A is not a work permit. If you plan to work or live in Indonesia, you need a KITAS, which is arranged through the proper immigration channels. For rules on any visa type, ask the Directorate General of Immigration or an official Indonesian embassy. Overstaying has real consequences, including penalties, so never rely on a casual agent’s promise.

Common Mistakes to Avoid

  • Passport with less than 6 months’ validity. Check this when you book the flight, not at the airport.
  • No onward ticket. You need confirmed proof that you leave within your permitted stay.
  • Skipping the e-CD. It is mandatory, and the QR code is scanned at customs.
  • Forgetting the Bali levy. It is separate from your visa fee. Pay it online before you land.
  • Paying the VoA in foreign cash. The counter sets the exchange rate, so IDR is the safer choice.
  • Applying for the e-VOA too late. The cut-off is 48 hours before arrival.
  • Using unofficial touts. Stay with the designated counters for visas and transport.
  • Having no copies. Keep digital or paper copies of your passport, visa, return ticket and e-CD QR code.
  • Trusting old information. Eligibility lists and fees can change, so verify at www.imigrasi.go.id or your nearest Indonesian embassy.

DPS vs CGK, and Arriving by Boat

The entry process is largely the same at Ngurah Rai and at Jakarta’s Soekarno-Hatta (CGK): VoA, immigration, customs and e-CD. The differences are scale and onward transport. CGK is much larger, with more terminals and more passengers. DPS is more compact. CGK has an airport rail link into central Jakarta, while DPS relies entirely on road transport.

If you arrive by boat at a major seaport such as Batam, Bintan or Tanjung Priok in Jakarta, the same Visa Exemption and VoA rules apply. Immigration and customs are handled at the port, in a process similar to an airport arrival.

Frequently Asked Questions

How much is the Visa on Arrival at Bali airport in 2026?

The VoA costs IDR 500,000 per person and is valid for up to 30 days. You pay at the counter in IDR cash, major foreign currencies, or by Visa, Mastercard or JCB card. You can also buy the e-VOA online for the same price and skip the counter.

Should I get an e-VOA or buy the visa at the airport?

The e-VOA is highly recommended. It costs the same IDR 500,000, but you bypass the payment counter, where waits can run from 15 to 60 minutes. Apply at molina.imigrasi.go.id between 90 days and 48 hours before you arrive, then show the email at immigration.

Do I have to pay the Bali tourist levy as well as the visa?

Yes. The IDR 150,000 levy is separate from your visa fee and applies to all foreign tourists entering Bali. Pay online through the Love Bali website or app before you fly, or at the designated counters at Ngurah Rai Airport. Pre-payment saves time on arrival.

Can I extend my Indonesian Visa on Arrival?

Yes, once, by 30 days, at an immigration office inside Indonesia. That makes a maximum stay of 60 days. Extension typically takes 5 to 7 working days and needs multiple visits for submission, fingerprints and photo, and passport collection. Visa-exempt entry cannot be extended.

How long does arrival take at Ngurah Rai Airport?

It depends on your visa and how many flights land together. The VoA counter can take 15 to 60 minutes, immigration 30 to 90 minutes at peak times, and customs 10 to 30 minutes. An e-VOA and autogates can shorten the process significantly.
